Samara Daylight Time advanced this Volga River city one hour from +04:00 to +05:00 during Russia's former DST period. Since 2011, Samara has stayed at permanent UTC+04:00, one hour ahead of Moscow. The city is the anchor of the Samara Time zone, which is used by a handful of Russian regions between Moscow Time (+03:00) and Yekaterinburg Time (+05:00).
The Samara zone at +04:00 is shared with Udmurtia (Izhevsk), Ulyanovsk Oblast, Saratov Oblast (since 2016), and Astrakhan Oblast. It creates a one-hour buffer between Moscow and the Urals.
Samara
Population about 1.16 million (sixth-largest city in Russia). Located at the confluence of the Samara and Volga rivers, where the Volga makes its great eastward bend (the Samara Bend, Samarskaya Luka). The city stretches along the Volga's eastern bank for about 50 km.
Founded in 1586 as a fortress to control the Volga trade route and protect against nomadic raids. Grew into a major grain-trading and river-transport center in the 19th century. Industrialized heavily during World War II when factories were evacuated here from the western Soviet Union.
The Secret Capital
From October 1941 to August 1943, Samara (then called Kuibyshev) served as the Soviet Union's reserve capital. When German forces approached Moscow, foreign embassies were evacuated to Kuibyshev. A bunker was constructed for Stalin (he never used it, staying in Moscow, but the "Stalin Bunker" at 37 meters depth is now a museum). Government agencies, the Bolshoi Theatre, and Dmitri Shostakovich (who completed his 7th Symphony here) all relocated.
This wartime role brought factories that stayed. The aerospace industry that defines modern Samara began with wartime aircraft production evacuated from western Russia.
Aerospace
Samara's primary industrial identity. The city produces Soyuz rockets (at the Progress Rocket Space Centre, formerly known as TsSKB-Progress). Every crewed Soyuz launch that carries astronauts to the International Space Station uses rockets manufactured in Samara. The city is Russia's primary space launch vehicle production center.
Related aerospace enterprises include engine manufacturing, satellite components, and aviation equipment. The Kuznetsov Design Bureau (rocket and aircraft engines) is headquartered here.
The Volga
At Samara, the Volga is enormous. The river is about 2 km wide at the city. The Samara Bend (where the Volga curves around the Zhiguli Mountains) creates one of the most distinctive geographical features on any Russian river. The Zhiguli Hills (up to 381 m) are modest by mountain standards but dramatic against the flat surrounding steppe. They're protected as a national park.
The Volga embankment in Samara is one of the longest river promenades in Russia (about 5 km), popular for walking, cycling, and summer beach activity. The river freezes December through March.
AvtoVAZ and Tolyatti
Tolyatti (~700,000), about 70 km upstream, is technically in the same time zone and oblast. It's the home of AvtoVAZ, manufacturer of Lada vehicles. The plant is one of the world's largest automobile factories by area. The Lada brand dominates Russian budget car sales. The Tolyatti-Samara corridor forms a continuous industrial and residential zone along the Volga.
