Anadyr Standard Time covers the Chukotka Autonomous Okrug in Russia's far northeast, sitting permanently at UTC+12:00. This is nine hours ahead of Moscow and matches Fiji, Tuvalu, and New Zealand Standard Time. No DST since 2011.
Chukotka and Kamchatka Krai share this offset, making them Russia's furthest-forward clock. When Moscow begins its workday at 9:00 a.m., Anadyr is already at 6:00 p.m. The gap makes same-day coordination essentially impossible during normal business hours.
Where Time Meets the Date Line
The International Date Line runs through the Bering Strait between Chukotka and Alaska. This creates one of the strangest time zone boundaries anywhere. The Diomede Islands sit in the middle of the strait: Big Diomede (Russian, +12:00) and Little Diomede (US, -09:00) are separated by 3.8 km of water and 21 hours of clock time (or equivalently, the same time but different calendar days).
Anadyr at +12:00 is among the first places on Earth to begin each new calendar day (tied with Fiji, ahead of New Zealand which only reaches +12:00 in winter). During the old DST period at +13:00, Chukotka was THE first populated place to see each new day.
Anadyr
The administrative capital of Chukotka. About 15,000 people. A small Arctic city on Anadyr Bay, accessible only by air (Ugolny Airport) or by sea during the brief summer shipping season. The port freezes from October to June.
The city's appearance is distinctive: Soviet-era concrete apartment blocks painted in vivid primary colors. This isn't decorative whimsy but practical necessity. In Arctic blizzard conditions with near-zero visibility, the colors help residents navigate between buildings. The painted buildings have become Anadyr's visual signature.
Infrastructure is entirely imported. Everything from food to fuel to building materials arrives by ship or aircraft. Costs are extreme. The Russian government provides substantial subsidies to maintain the region's population and administrative presence.
Chukchi and Yupik Peoples
The indigenous population includes:
- Chukchi: ~16,000 total in Russia, most in Chukotka. Divided into coastal (marine mammal hunting) and interior (reindeer herding) groups.
- Siberian Yupik: ~1,700, concentrated on the coast and Wrangel Island area. Closely related culturally and linguistically to Alaskan Yupik.
Reindeer herding remains active. Chukotka has approximately 200,000 domesticated reindeer managed by indigenous brigades. The herders follow traditional seasonal migration routes across the tundra.
