Mexican Pacific Standard Time (PST)
UTC offset: -08:00 (standard), -07:00 (DST)
IANA identifier: America/Tijuana
Abbreviation: PST / PDT
Population: approximately 3.8 million (Baja California state)
DST observed: Yes (aligned with US schedule)
Mexican Pacific Standard Time is the time zone for the state of Baja California, Mexico's northwesternmost state. It aligns exactly with US Pacific Time: UTC-08:00 in winter, UTC-07:00 in summer. Clocks change on the same dates as the United States (second Sunday in March forward, first Sunday in November back).
This matters because Baja California is deeply integrated with the US economy. The Tijuana-San Diego metropolitan area functions as a single cross-border urban zone, with hundreds of thousands of people crossing daily for work, shopping, and family visits. Misaligned clocks would create chaos.
Why Baja California Is Different
In 2022, Mexico abolished daylight saving time nationwide under President Lopez Obrador. However, an exception was carved out for municipalities within 20 km of the US border (the "franja fronteriza"). Since nearly all of Baja California's population lives within that strip, the entire state effectively continues following US Pacific Time including DST.
The rest of Mexico (except Sonora, which matches Arizona's no-DST policy at -07:00 year-round) shifted to permanent standard time. So Baja California is now the only Mexican state that changes clocks.
Tijuana
The largest city (~1.9 million metro), directly south of San Diego. Tijuana is a major manufacturing center (maquiladoras producing electronics, medical devices, aerospace components), a cultural hub (craft beer scene, gastronomy recognized as world-class), and the busiest land border crossing in the Western Hemisphere (San Ysidro port of entry, ~70,000 northbound crossings daily).
The city's economy is inseparable from San Diego's. Many workers live in Tijuana (cheaper housing) and commute to US jobs. Others work in Tijuana factories that supply US companies. The time alignment is essential for this cross-border workforce.
Mexicali
The state capital (~1 million metro), on the border with Calexico, California. Extreme desert climate (summer highs regularly exceed 45°C). Mexicali is an agricultural hub (the Mexicali Valley is irrigated from the Colorado River) and has significant industrial activity. The city has a notable Chinese-Mexican community dating from early 20th-century immigration, producing distinctive Chinese-Mexican cuisine.
Ensenada
A port city (~500,000) on the Pacific coast south of Tijuana. Tourism (cruise ships, wine country in Valle de Guadalupe, surfing), fishing, and some manufacturing. The Baja 1000 off-road race (starting in Ensenada) is one of the world's most famous desert racing events. Valle de Guadalupe has emerged as Mexico's premier wine region, with over 150 wineries.
The Border Economy
Baja California's economy is fundamentally binational. The maquiladora sector employs hundreds of thousands manufacturing goods for export to the US. The same-timezone alignment with California means factory shifts, shipping schedules, and business calls operate seamlessly across the border.
Tourism from Southern California is constant. Rosarito Beach, Puerto Nuevo (lobster restaurants), and Ensenada are weekend destinations for San Diego and LA residents.
Scheduling
At UTC-08:00 (PST) / UTC-07:00 (PDT):
- US Pacific Time: same
- Mexico City: 1 hour behind (standard) or 2 hours behind (when BC is on PDT and Mexico City on permanent CST)
- Mountain Time (US): 1 hour ahead
- Sonora (Mexico): same as PDT year-round (-07:00)
The growing gap with Mexico City (since Mexico dropped DST) creates some administrative friction. Federal government offices in Mexico City operate on CST (-06:00 permanent), while Baja California shifts seasonally. A 2-hour gap exists during the March-November DST period.
